No, I mean the dog kind of pushed an instinct desire on George to kill lennie himself instead of having another man do it later on in the book. After all, Candy afterwards felt bad that he didn't kill his best friend- the old dog- himself. That would mean that George would've felt the same way if he wouldn't have done it. Get me? .o.

Yeah I get it. The dog was Candy's only best friend. Lennie was George's only pal. So, Candy allowing the dog's misery to end is FORESHADOWING George's intention of ending Lennie's constant suffering. OMG HOW DID I NOT KNOW THIS. IT ALL MAKES SENSE. :D
