Futuristic cyberpunk world where either a totalitarian government and/or trillion dollar corporations constrict the freedom of its citizens and access to information. Your characters could be part of an underground effort to peacefully distribute the truth to a blinded public, while avoiding detection from a bureau set on stomping them out.
Or you could write about turtles. Whichever is more appealing.
