200 years ago, a circle of nature magic users gathered under the flag of a disadvantageous regime. Not oppressive as in fascist, mind you, but with a rigid class structure which held many of its members in destitution while others held 400 times what they needed, or in fact could use. The regime was, however, imperialistic and oppressive to territories it conquered. It used the citizens of territories for slave labor and spared no one. The average citizen in the regime's mainland, however, was not aware of this and believed the government was defending their wealth.
The magic users were opposed to this regime. They developed a way to shapeshift into wolf beasts (worgen). They used this power to create a small revolutionary government of their own. However, this quickly fell, as they were isolated and fairly outnumbered by enemies and counter-revolutionaries.
70 years later, the revolution was revived by a small group of peasants intending to overthrow an oppressive monarchy, after the movement had been dead for years. The original movement had good intentions and was wildly successful, and for a while, a circle of shapeshifters, called Teivosri, ruled the country and it worked greatly.
However, the movement was soon taken over by a few without good intentions, and the new Teivosri were stronger and more vicious. These new Teivosri quickly eliminated anyone from the old movement, including the leader of the resistance itself. The new Teivosri called themselves Zhanari, and dominated the country until they eventually fell apart. The Zhanari were not like the Teivosri, in that they could not control their shapeshifting and they were more like feral werewolves. The Zhanari were thus insecure, as well as insane, and dominated with propaganda and an iron fist.
During the dominion of the werewolves, a werewolf-hunting movement became powerful, and werewolf hunters ruled another powerful nation, called Akiremas, which would be the rival of the werewolves. This hunter nation was similar to the oppressive regime 200 years ago. It was also similar to the Zhanari in that it also used propaganda, and even the slightest idea that one was a subversive to the government was enough to land one in prison.
The Teivosri shapeshifters, as well as the Zhanari, were persecuted and executed.
Another 50 years later, someone has a version of the werewolf curse, in that she has pointed ears, and occasionally uncontrolled shapeshifting, but for the most part is more like the Teivosri and can control it. Her family does not know (they think the pointed ears are a genetic anomaly), but a few people do. She is surrounded by those who think all werewolves are evil, and some werewolf hunters. Openly declaring that one is a werewolf is frowned upon, and it turns out that most of her family were werewolf hunters 50 years ago, and there are still some among her friends and family today. The protagonist considers herself a follower of the old revolutions, and a modern type of Teivosri called Irigwyn Teivosri, named after one of the revolutionary leaders slain by the Zhanari.
The main conflict would be this Irigwyn against a bunch of werewolf hunters. The hunters would be convinced that all of the werewolves are feral, including the Teivosri and their offshoot the Irigwyn, and there would be crime in the city attributed to werewolves, even though it wasn't really their fault. The protagonist Irigwyn would have to rectify this, as well as clear up misconceptions about the werewolves and shapeshifters, while advocating a new revolution on the rigid class structure, hunter country of Akiremas. -
They aren't worgen, they're based off of them though. In look anyway.
