I’m here to chat about her as well, mostly just be silently making fun of everyone because that’s mood.

(actually in this world Yusa is highly respected so people don't silently make fun of her, unless that person is Alexei, Alexei makes fun of everyone regardless of how much he respects them)
I don't appreciate that in my council room -

No we need her alive, she is Alexei's counterpart after all and she's the only one who can cancel out all his disorder

Is there any way her powers could be transferred to a more responsible being? It would be a strong punishment, and it would ensure the future peace of our realities.

Th-this may be a stretch here but.... Why don't we give her power to Annie?

Annie? There are a couple of reasons why I wouldn't advise that. One, being the fact that she's an adapter, which means she's already relatively overpowered. Two, she's got issues with Irina and wouldn't want her powers. Three, she's got enough on her plate at the moment.
