When I sometimes try to submit posts, it'll sat the thread is locked, when it isn't.

That is definitely an annoying glitch that needs to be fixed, but you can buy your time by clicking "preview" and it'll show you how many seconds you have until you can submit your post. And once you click on preview and then click on submit, it'll stay on that "Post Not Submitted" page unless your post time has completed and you posted your response.
This thread is locked, therefore no new posts can be made.
