What is the most effective way?

Making quizzes is obviously the most effective way to level up. However, remember that it's dependent on these two factors:
1) How many people take your quiz.
2) How many people rate or comment on your quiz.
A quiz that has been taken many times will obviously reward you more than a quiz that no one touches. -
