You need to be junior or above to access this feature. You should see a heart on your profile and on the profiles of other eligible users. Click the heart, and a friend request will be sent.
The requests are sent to the email you used to sign up on GTQ with.
After you accept the email, you should be able to go to the heart on your profile and access your friend list. Click on the names in the list to access their profiles!

I hope this clears all the issues on the friend thing up! -
Sometimes the heart will not be there. If so then they have blocked you, or their friend list is full.
