As much as I love webms, I don't think there's really a place for them here. Images aren't a large focus for the website, either in the forum or Gotoquiz itself and because of this, use of them is going to be so minuscule that it's not worth the time to implement them. How often are images posted at all? There's simply no demand.
On top of this, I doubt a single person besides you, I and maybe that guy with the Skeleton Avatar knows what they are, and not one of them would bother to understand why they're so incredible or to convert their images into .webms, thus lowering use of them even more.
Even taking these two things into account, there's no use for them on Gotoquiz. Everything that .webms could do can already be done easily by a .gif. Sure it's less efficient, but the alternative is there, and without demand, there's no reason to move on. -
.webms would be an interesting feature. I'll admit I didn't know what they were until recently. But seeing them crop up on other websites I took the initiative and looked them up. But like IHLAOY said, without a demand, it probably wouldn't be worth the time.

All he has to do is duplicate modify the code for posting images to work with videos.
Replace the [img] bit with [webm]
And in the code, where it would output something along the lines of "
This thread is locked, therefore no new posts can be made.
