It's very common for girls to be nervous to make a move. Even the most tomboyish and bold of the girls can be nervous when it comes down to boys, despite their personality. That's normal. Don't lose your head over it. I'm pretty sure he does like you.
But don't ask him if he likes you. That might be kind of like a kiss of death. Just spend time with him and he might surprise you.
