...but... Here's just a list.
1) I'm scared to ask him, fear of rejection and all
2) Things might get awkward between us if reason 1
3) Too young to date, and by the time I'm old enough to actually date he will be in Chicago in college
....So, I'm just frustrated right now. -
Can I ask why you're too young to date? (just a curious inquiry, is it due to parents or are you really really young or personal preference?)

It's because my mom won't let me date until I'm 16 and I'm 15 and my birthday is in July so, he would already be adios to Chicago.

Be honest. For now just let him be because if the breakup is recent, he won't want to be in a relationship for a bit and if he does, you'll end up being a rebound and your relationship might be very temporary.
Even if you can't date, you can always be honest if you want to seek something with them. See if long distance is an option. See if they like you enough to try? Explain the whole not allowed to date thing and so forth. -

I find that people regret never saying anything more than rejection. People seek closure. -
That's actually very true, I often find myself over thinking things that I regret not saying to people in situations that happened years ago.

See, I'm horribly honest so I've never actually had that problem. Every (rare) guy I like has known that I liked them one way or another.
Also, honesty can be applied to any situation really.
IT'S NOT TO BE CONFUSED WITH BLUNT ARSEHOLERY. -
I prefer honesty it helps keep things clear and concise but I'm horrible at practicing what I preach with this when it comes to being honest with my feelings.
