I believe Ada was (and is) on the wrong side. That being that she is contracted with Umbrella but overall I believe Ada Wong has a pure heart and truly loves Leon but she knows they cannot be together

Ada was just doing her job, if she was truly in the wrong, she could have done much worse to Leon. While the morality of her work is very definitely iffy and I will agree to that there's more in the original games to give more context for Ada- in the original RE3 there are several character epilogue files, her's shows that she's wracked with guilt and even a sense of identity disturbance, her work takes a toll on her.
Her life is hard and she worked for a company that would easilly have killed her if she even tried to leave it. -
That's what i'm saying!! When Leon drops ada you see her guilt and you can tell she's sorry. If not why would she have helped Leon with Mr. X!

She didn't leave Chris in RE3, Chris had already left the city as of the start of RE2.

Jill and Brad were the only members of S.T.A.R.S left in the city by the time the outbreak went into full swing
