Like in Skyrim maybe, just do what we want to. Idk really.
Make our characters and such, have them wander the world or soemthing. Give ourselves little tasks and things from the citizens there. Maybe the dragons are out and about, and we run into them occasionally? I'm not really sure. Feel free to offer ideas.

Three adventurers are looking for a treasure Paarthurnax has hidden within the realm of Skyrim. Unfortunately, little (or no) clues have been left of its existance. One of the adventurers had met Paarthurnax on a previous journey, and was told about "a great treasure that remains to be unseen and untouched by human hands". This adventurer teams up with the other two at a local tavern, and they find the first clue on the way to Dragonsreach.
(How's this? Sorry if it's bad. I came up with it on the spot) -
