“ Which I don’t appreciate by the way.” A third voice said as Helena returned from escorting the young boy Home. “Babe, who is this clown?” huntress asked, crossbow pointed at Constantine.
“ Helena, he is not our enemy, lower your weapon.”

(Yes. In Batman, The Animated Series, Penguin 'gives up' his life of crime to run a first class iceberg themed diner. Batman can't touch him because there is no proof he is breaking laws. However he is 'unknowingly' buying goods others stole for trade.)

Huntress lowered her crossbow, but didn’t disarm herself. She wasn’t going to risk Question again, she looked at her boyfriend to see what he was doing.
“ Hmm, so you what to lure out nightwing? Simple, we travel to his city, stage a crime and then when he arrives you can approach him,” Question deduced whiskey.
( if I’m wrong and nightwing did stay in Gotham, then he didn’t mention travelling I’m just kind of sureness he patrols another city as night wing but probably not.) -

Though I'll admit he's a player. He's shipped with Batgirl, Zatanna, Harley Quinn, Starfire, and even Catwoman one time.)
Wally nodded and smiled. "Alright then. I'll suit up after dinner then." Wally agreed. "I hear the criminals in Gotham, despite not having powers, are a little more... Interesting than the villains I have back at Central City." Wally added. -
(He's in Central City right now, but he'll catch wind of it and be there as quick as he got to Central once he catches wind of it. Of course I won't talk about his travel there cause I have no idea how he does it. I would just post him being there saying: It's a bit late for a (insert clever pun here) or something.)

Zatanna nodded. “ ah yes, that is true, though you could say certain villains have been taking a step back recently, I’ve not heard much about the joker really, though I don’t really have much to do with our more notorious villains, since Batman usually gets their first.” She commented as she looked around. -
