Overwatch has been having a difficult time recuperating since the omnic crisis, which had made many people not a fan of overwatch. A few of those that believe overwatch is still the good team, have been recruited to overwatch.
(Not my best plot, but also not my best, if anyone wishes to adjust it go ahead)
