No. Don't know if I said but for Seasonal manipulation you had to ask first. Personality isn't deep enough.
She can be winter yes but she will not have time travel, and just like Alya she will only have a few known winter abilites as like other seasonal manipulation there are too many and Unelss done properly can be to overpowered.
Her winter control needs to also evenly match any of the other seasonal maidens. -

Personality: Sweet as candy (Which means she's nice), But if teased or annoyed Could be mean as hell (Which means she's mean)
Powers: Can freeze stuff and make it snow in small areas (Like in a small bathroom or a small corner). -
