  I think the story should be that an Emboar (name not important) and his Team Rocket (an Arbok, A Wheezing and a Meowth) are searching for an object to find Mew and capture it. And we need to stop them.

  Appearance: Blue hair, Narrow blue eyes, around 5'12, Has those puffy pants you'd see in martial art films or something that stop at his knees, wearing white armor that covers his chest, stomach, and shoulders. Pink scarf, and black socks with brown sandals.
