Listener- the hitch hiker
'Phew!' I gasped. 'That's done it' -
It's used quite a lot. I don't know what you mean by "wrong" English...

It was the character who said it and you can say almost anything as a character in a book. It might have been wrong if it was in the narration.

"I has done my work" is wrong because it should be "I have".
"That's done it" maybe you could call it informal English? -

It's an idiom so....I'd say it's right.
I just googled it and it actually is called "informal" so I was right. Other idioms include: "that's life", "that's all we need", "that's it" etc
