There is this one boy that really hates me and I bet he would kill me -
Murder means taking a life. They'd be dumb if they made it legal.
Everyone would just kill anyone at the slightest provocation and go free with it.
So, i say no. -
Murder by its definition is kill (someone) unlawfully and with premeditation.
The better question is: should killing someone be legal?
In pure sense if premeditative killing in all case was legal it would lead to a lot of death yes but eventually humanity would most likely learn it to be Taboo and evolve correspondingly.
It would reach a point were killing would become less and less romanticized and as that happens it would be built into societal mindset that it Appear objectively wrong (even though its always subjective no matter what) then their would be a decrease. Humanity is good at learning things with great sacrifice. -

Murder is not justifiable. For protection purposes it could be. In Netherlands it's legal if I remember right suicidal person can legally get lethal injection of some sort
