  Or not, I don't really know.
  
  Hypothetical question, let's say:
  There was a government which took all of the production of the people and redistributed it to social programs or by need, and said state only had power over this redistribution and economic system and nothing else, what would that be called? Socialism? Not communism because there's still technically a state, right?
