It's about people who were born with powers from experiements.
Shifters, people who can creat illusions
Movers, people who can move things with thir mind
Watchers, people who can see the future or the outcome of it
their are more, it talks about it on the Wikepedia
The story is it about trying to hide from this organization who keeps injecting them with a shot that makes them stronger but no one survives the shot. One girl does, but she escapes and has to be captured. Then a man finds a watcher girl [dakota fanning] and they try to help her

I stood there motionless and afraid as I saw them inject it into my dad. He was dead now. Long gone. I couldn't believe it. Of all his experience of being a Shadow he couldn't protect himself. And what was I to do? I'm only a mere Phaser. Nothing that I could've done would've made a difference. I guess it's better. To have him dead instead of me, I guess. He deserved it, really. He wasn't being careful. He didn't listen to the Watcher's warnings. And the last reason he was dead I couldn't believe. He just sat there and LET them inject that stuff into him. It was like he WANTED them to. Yeah. You heard me right. After my father died, I didn't have anybody to depend on to protect me. That night I couldn't sleep. When I did, it was nightmares. It was pitch black. Then I saw my face, my body, on the floor. Screaming. Bloodied. Then dead. It was horrible. I knew I needed help. Without my dad's Shadow powers I was completely vulnerable. The thing was, I had no friends. The government was always "testing" me and "enhancing" my powers. So who can I turn to? No one I thought. I was totally right. Who would want to help me anyway. Everybody would rather save their own sorry butts anyway. But I had to find help. That was the only way I would survive this. I need... I need a group. Who I travel with and hang out with. With more of us there they'll be more afraid of us and our combined strength. That's it. I have to find a group.
