If it's used as a joke or in an inter-racial community, would it be enough to cause alot of trouble? I'm asking because someone who speaks a diff language used it to refer to a group of Africans in my community, then a guy began saying they were a racist and alla that, which isn't true. But everyone else thought nothing of it so is the n-word offensive both with or without context?

Eh, depends on the situation in my opinion. My take is that it's pretty much always offensive, but I also get your point of view. My take on this situation is that nobody else was offended by it, so it's not that big of a deal... But if you called someone in my school the n word you'd get suspended for a week and/or beat up by whoever you called the n word, so like... it just depends ig

I mean, it also depends on why you called them it though, like this was just a joke and everyone treated it like a joke, so I would say it's fine and to just move on if no one else was offended...
