  It's interesting how Chaos is one of the only Koco left. With that said, Chaos sealed himself away in the emeralds for his safety. We can imagine that the Koco were much more powerful than the current residents of Mobius, which is easily how Chaos could be seen as a god. When Chaos went to Mobius, he was most likely skeptical of others at first, after having his home planet destroyed, but when the Echinda Clan showed him kindness, he nurtured the land with his powers in return. The Chao came with Chaos as evolved Koco in a much weaker form. They were the ones Chaos rescued. They are his "children", so to speak.
