My character is supposed to be around 16 or 17, she's refined, a bit arrogant, and smart. She hates to disappoint and comes from a wealthy and important family who's high on social status. She knows magic
She has blue hair too

What's the setting? Earth?
I find that nature/space themed names have magical vibes. You should also consider what her posh parents might have named her, realistically. Behindthename and fantasynamegenerator are some good websites to look at.
Maybe something that means Blue could work. -

Also, I'm not exactly sure where the setting is. I know it's not earth, but rather a different planet, but that's all I've figured out lol -
When I was making up a naming system for one of my original settings, i made a whole list of different like, sounds? Common beginnings and endings for names, and then i mixed and matched and changed letters as needed, and ended up with a bunch of cool names.
For example, I took (Wil)low and L(ora) and made Wilora. (Wen)dy and Hen(ry) and made Wenry.. Sounds that make sense and go together but don't sound like I got them off of a babyname list.
It depends on the lore of your setting but you might want to stay away from using names that sound too.. Too much like they're names from earth. So I wouldn't use behindthename for this character, but tricks like the one I explained above might give you some good options. There's a few other methods to make up names like that, from keysmashing to taking out/adding in letters. Just make sure its something you can say out loud.
Of course, if your lore somehow involves Earth having cultural influences on your setting, then this is all irrelevant :P -
