I think quotev works. Some sites are blocked though and there's no way around it. Believe me I've tried lol. If it's for school sometimes they won't let you copy text from sites. I always bypassed that by pressing print and then copying it from the print screen. -
Chromebooks are funny because they block a lot of sites for absolutely no reason but a lot of emulators are unblocked so like you could emulate halo or Zelda or whatever you want lol

They function like any other laptop but it's up to your network (your school in this case) on what websites you can access and sometimes even what files you can download. You'll just have to see and find out
