Why ban the one person instead of just deleting the account? There's no point in not deleting the account if they're never going to be un-banned.

Moderators can't just straight up delete accounts. That feature is not available yet.

Newbie accounts are automatically deleted if all of too many of their posts are deleted. That feature was added a long time ago to help with repetitive troll accounts.
For non-Newbie accounts, we have to delete a massive number of posts. And most of the time, the account won't delete. So we have to just keep adding a post timer penalty if the person refuses to leave. -
