I think traveling over the sea would be more dangerous because piracy was a huge thing back then. Pirates were even Rome’s main suppliers of slaves. If you’re traveling from Tyre to Rome, do the pirates care if you’re from Rome or not? Probably not (Having an agreement with Rome probably wouldn’t affect how they handled other ships going to or from Rome).
You’d have to deal with tempests and storms, running out of supplies, diseases and sicknesses, and a whole bunch of other things.
On land, you may have to deal with bandits, but you’ll probably be safer. If you travel in a group you’re less likely to get attacked
You’d be able to meet people and you wouldn’t run out of food. You’d be able to buy things that you need because if you’re a merchant, you probably have money to pay for said things. People would be more likely to buy your things on land than on a boat. You’d get to know people, form relationships, and they might help you out when you’re in a bit of trouble.
Ships would be faster, but not by much. The average speed of boats back then was about four to six knots (about 4.5 - 6.9 mph), and the average speed one walks at is about 3 mph. Considering everything, traveling on the roads would be much better. -
