Into a summary do what the Customer service representative means? Am I supposed to pay out of pocket?
I’ve read it like 5 times and my brain is not working so I have no idea what the hell this means. I havent slept in 2 days.

Maria here. Thanks for reaching out about this issue with the extra charges. I understand your frustration and am sorry to hear things did not go as planned.The item description needs to contain the item measure such as weight and length to determine the shipping cost.
If the seller is unsure of the weight of the item, overestimating will protect against paying additional shipping fees with the carrier.Packages that weigh more than 20 pounds and/or larger than 108 inches in length + girth can not be shipped via OfferUp.
If in any case the package exceed the allowed weight and length or the information of the label does not match with the correct weight and length, the extra charges will need to be covered by the seller or buyer.OfferUp will provide a prepaid shipping label and will be generated based on the information entered with the item description.
If this information is not accurate and the seller decides to ship, unfortunately we are unable to process a refund since we did provide the label according to the information that was provided to us.I encourage you to get in contact with the seller in order to solve this matter the best way possible. Most of our Community Members are willing to work to find a resolution so we encourage you to contact her/him.
We also take notes of this kind of behavior in order to find solutions for this situations in the future.

For context I bought a used textbook from offerup and I owe $23 to the post office because they didn’t label the book right 🙃 on top of the already $89 I payed for the book
