Wellllll you have to be at "novice" to get a prp. Which means you have to level up. To level up, the quickest way to do that is to make a quiz.
The ranks are newbie, then novice, then Junior, experienced, advanced, senior, hot shot, expert, elite, than the highest is ultra elite. I've only seen experts on here so far.
At novice, you can have a prp
At junior, you can post links and pics
And then the wait time to post on the forums decreases as you get higher up the ranks -
Oh and Willow? It's easier on here to make new friends by going into their threads. Most users will hardly ever leave their threads xD

Girl you just need like 10 people to take one quiz and you've got it XD newbie to novice isn't too difficult. You can always check your quiz stats by clicking on your username to go to your profile. You can also make polls and look at them there. Or you can make a quiz here and post the link of quotev to make people there take it. Just some ideas for you :D
