What if Mami Tomoe was Celty Sturluson.
You see both stories takes place in Japan and Mami does not look Japanese.
So what if...
Celty's memories are simply incorrect and she wasn't actually from Ireland instead she had originally lived there with her oarents until a car crash when she moved to Japan.
Her name was Mami Tomoe.
She became Celty after she woke up in a dark place with no head.
And what's more I have proof!
