Legally not allowed to and I already that saying "hey, can you ask them to not run around like that" usually ends up in parents being snippy a--holes. One mom grabbed her kid though. Bless that mom. Little kids just don't need f---ing sugar at 8-8:30 at night. Or take them home, let them run around their houses.
