  You can make a formal request to access the reporting/offensive button feature here. It was removed for public access a long while back now due to trolls abusing the feature to target innocent users or posts which did not go against the rules- so now a moderator has the ability to choose which users have access to marking content.
  
  Please note that sending a formal request to gain access to the feature will not always guarantee you get it. You can see the requirements we expect in the first post- and we will also always discuss amongst ourselves each application before approving or disapproving a user to mark posts
