how come some people who joined AFTER I DID and have like ONE POLL and NO QUIZZES are at a higher level than me?

They've posted more on the forums, most likely, or taken more quizzes, or had more people take theirs.

*take their poll, not quiz. Though I don't think polls count towards your level.

Yes. Making, taking, or commenting on quizzes boosts your bar.
