half of them dont end up on the newest quiz list, and I find that very disappointing because it takes me a long time to make them. When I actually make a quiz that I think is pretty decent...BAM. It doesn't give me the option.
I have an idea for this problem, too. After you finalize a quiz, you can click a little button that means you can put your quiz on the newest quiz list, and if you don't click the button, it only shows up on your account -
It usually takes a while for your quiz to show up. Could that be the issue?

The next time you make a quiz, check back every once in a while and it should show up.
