I don't know what sort of answer you're looking for here. Any in depth answer describing how would surely break the rules and the people here have no clue what your situation is. Do not kiss someone if they don't want to be kissed. If she's just a friend you like you should focus more on developing a good relationship with her than fantasizing about kissing her. Don't worry about the how just worry about treating her with respect and being her friend. Then, if you're meant to be together it'll happen, and if you're not you won't be totally let down.
