He turns bright red when we talk. Then, he says he doesn't care. He acts like he likes me, then doesn't. WTF?!

which means 'cold on the outside, sweet on the outside'
someone who visibly (or non visibly) likes you, but won't show it and may act hostile about it. (it's generally a stereotype common in Japanese animation as far as I know, but stereotypes hold true to some aspect and I know this one is in fact true for some.) -
