In my opinion anything and everything can be art, it is up to the individual to decide for themselves as to whether or not it is good or not in their own standard. To say that something isn't art implies that one's opinion is more important than everyone else and whilst an art teacher may say that comics/video games/anime are in no way art and will never be pieces of art, that doesn't stop a large amount of people having deep emotional connections with these works and considering them work. To say that something isn't art is to imply that it lacks any artistic premise whatsoever and that no one in the entire world would see it as a piece of art, therefore making the person who says that something isn't art look like a bit of a douche if you think about it.
Anyway in conclusion, yes fractal art is art in my opinion, there may be people who do not like it and find it ugly as balls, but that is there opinion, but one must keep in mind that other people in the world would look at fractal art and go "yes, this is indeed art and i love this work" so therefore fractal art is art.
